Digital Learning Centers On Line Course Policy Manual
Mission
Instructors and staff shall be familiar with the Mission Statement that follows:
- Digital Learning Centers is engaged in the enterprise of teaching
- We shall deliver On Line courses for professional development and
continuing education
- We shall endeavor to audit our courses to assure we produce and
market improve the quality of all On Line.
- We shall strive to be an industry leader
- We shall optimize learning experience: designing educational content
and delivery to meet multiple learning styles
- We shall price our courses to allow those that seek education to
attain an education
- We shall provide course work that is approved to qualify for license
renewal as well as professional development
- We shall regularly review all DLC publications to insure they are
relevant and timely
- We shall demonstrate an always present willingness to collaborate
with others to insure the quality of our offerings
- We shall always show good faith, respect, responsibility and
cooperation in the operation of enterprise and dealings with the
public
Terms
Our On Line Courses are educational courses delivered via the internet
absent traditional classroom. The content and quality of our On
Line Courses should not be distinguished in any way other than
delivery from that of a classroom presentation of the same course.
Course Content
On Line Course content is delivered through the DLC Web Server. As
such the course is accessible anywhere, anytime. This makes the DLC
Course asynchronous meaning it has neither geographic or time
constraints. ( A synchronous course is exemplified in a classroom
where instruction, discussion and questions may be at the same time in
the same place. )
Course assignments shall have completion and submission dates that are
relative to student progress, to the students' status with in the
course and not by absolute time table. Students can complete their
work asynchronously, on their own schedules. There are no regular
class meetings for DIGITAL LEARNING CENTERS On Line Courses.
Program Standard
DIGITAL LEARNING CENTERS strives to offer the highest quality course
content in its Distance Learning classes. Each course shall meets the
standards specified by the International Distance Education
Certification Center ( IDECC ) for courses in Distance Education.
Curriculum and Instruction
- On Line Course authors and instructors at DIGITAL LEARNING CENTERS
shall abide by the policies and practices of IDECC instructional
theory.
- DIGITAL LEARNING CENTERS courses shall be designed to create an
opportunity for interaction between students, the course and
instructors.
- Instructor shall be responsible for course oversight and adherence
to IDECC and DLC policies.
- All technologies shall be appropriate to the objectives of the
courses, professional development and must be frequently updated and
current.
- Distance Education courses shall be of equal quality to those
taught in the classroom. The assure this is the case, the school
shall strive to constantly measure course effectiveness by surveys of
student satisfaction, learning outcomes, student evaluations and
measure of student retention.
- All courses will use Bloom's Taxonomy to identify learning
outcomes expected for students completing the course successfully and
these outcomes will be tied to a specific curriculum.
Design Theory
- On Line courses shall be provided in chapters, lessons or modules,
measured by mastery based ( assessed ) progress, with content of
professionally trained authors, using links to appropriate resources,
multi media, narration, or video and power point type illustrations,
etc
- Mastery Based Testing shall be called Gateway Tests
- Learning modules will contain appropriate tools to enhance
learning. Examples of specific learning aids include, but are not
limited to, complying with modern learning theory, using various media
formats, mastery quizzes, FAQ's, bulletin boards and student response
systems including email, telephone, fax and in office visits.
- Instructional methods and learning styles to enhance student
interaction. These could include visual, auditory, and print-based
stimuli.
- The school shall provide testing for each student so that the
student can measure their understanding, progress and retention.
- Course design shall consider the fact that the primary user of the
DLC On Line Course is an adult learning.
Student Assignments
- Where advised, the school shall use homework assignments in On Line
courses to increase interactivity.
- Assessment of student learning should be timely, appropriate and
responsive to their professional development needs.
- Methods of assessment shall be On Line exams with grades issued
immediately upon the completion of the test.
- Assignments and assessments align with the objectives of the course
and the mission of the school.
- Test and Assignment results shall be recorded in the On Line School
Management System and retained for three years.
Promotion of Interactivity
- The school shall create an environment that stimulates
interactivity and defines success of the program, in part, as one
where the student is motivated to interact with other students, the
course per se and the instructor.
- The instructor must create ample opportunities for interaction
between other students and the instructor.
- Learning activities are designed to enhance student interaction
between all course participants.
- Instructors are encouraged to use real-time Vista tools such as
chat and whiteboards.
- Instructor should establish clear guidelines concerning instructor
response criteria and timeframes.
- Instructor interaction with students is encouraged by actively
participating in discussions, chat rooms, and other components
designed for this purpose. Prompt feedback to students is encouraged.
- The course instructor should make every attempt to develop an On
Line learning community by using instructional methods that promote
learning communities such as small group activities, whole group
activities, and others.
Student Support
- Digital Learning Centers will provide the students with an
instructor who has the appropriate experience and training in the
subject matter.
- Digital Learning Centers will endeavor to provide individual
support to any student who strives and makes an earnest effort to
learn but has difficulty in comprehending the material. Such endeavor
shall include one on one time or tutorials on such occasions.
- The school shall maintain resources to supplement the learning
experience. Such tools shall include flash cards, videos, pertinent
supplementary reading materials, and such tutorials as the school may
produce
- The school shall maintain an On Line bookstore, library resources
and tutorials covering topical or timely issues
Presentation of Information
- The school shall analyze the surveys and comments of students and
respond in a timely or immediate manner to satisfy any deficiency of
the learning environment, design or the students need
- The school shall strive to update the course with trends or news in
the subject or as laws, mores, rules, or legislative changes impacts
the content
- Courses shall comply with requirements of the Americans with
Disabilities Act
- The school shall train and inform its personnel and instructors on
any changes to the curriculum or its content as soon as such changes
are known.
- The school shall continuously review its course content for
improvement, and the learning design is evaluated regularly for
effectiveness.
- The school shall notify students of changes in calendar, pertinent
deadlines, changes in curriculum and regulatory mandates as soon as
they become known
- The school shall notify students that the preferred form of
communications with the staff and instructor is email. Every attempt
shall be made to respond within several hours and the response time
shall not exceed next business day.
- Work by students shall be original. DLC maintains an honor program
and requires students to swear to their work being original as part of
the grading process. Plagiarism shall not be allowed.
- Provide support to student and cooperation with regulatory
authorities where students or authorities need information to further
their license renewal process.
Pricing and Refunds
- Education shall be made available to every student
- The school shall endeavor to profit at a sufficient rate so that
upon notice of any student having financial difficulty and coming to
the school for aid, the school is in the financial position to render
that aid.
- The school shall regularly survey other like schools to determine
market rate pricing by means of comparison on a per-hour basis.
- Pricing shall neither be at a maximum of that of like schools nor a minimum

Once paid, there is no refund. We do want you to succeed and be happy with
our course, so we work with you to ensure your success. If for any reason
you are not happy with the course, please contact the support staff.
- The school shall establish national programs or national accounts
wherein any entity that enters a written contract with the school to
purchase a block of courses in an amount equal to at least 100 clock
hours, shall be provided an automatic 20% discount to all students who
enroll after the effective date of the written contract and prior to
its written expiration date, or one year from its effective date in
case it does not feature an expiration date.
Equal Opportunity
- The school shall offer educational opportunity and access to every student.
- The school nor its staff and instructors shall not discriminate nor
differentiate in its treatment for any student regardless of age,
race, religion, national origin, handicap, gender, gender-expression,
HIV/Aids, familial status or color.
Compliance with Section 508 Of the United States Rehabilitation Act
- The Digital Learning Centers course meets the compliance
requirements in Section 508 of the United States Rehabilitation Act.
- The act mandates that any work done for any form of government must
meet accessibility standards.
- Captivate falls into that category as does our browser and
Microsoft Networking products.
- Accessibility is entrenched in legislation, and we make our course
accessible to those with disabilities.
- Educational institutions are not exempt and have the USRA Section
508 requirement to make the course accessible.
Privacy
- Maintain all records on a need to know basis and seek written
approval from the student or appropriate authorities prior to release
of any information to a non student.
- Require at least one signature each of staff and instructor in
addition to the student's own signature when the release of
information is requested in any non subpoena form.
- Provide the student with a copy of the Digital Learning Centers
privacy policy.
- Publish a copy of the Digital Learning Centers privacy policy on
the DLC website.
Availability of Course and Staff
Faculty and staff shall be:
- Appropriately trained in their subject.
- Post regular office hours
- Supported by Grade and Curriculum Management System for easy recall.
- Back up system where course, syllabus, historical content, grades,
student information, payment records are both accessible and backed
up.
- Promptly answer questions related to grades, content, payment
- Maintain records of book and content delivery where course content
is mailed or couriered to student
- Keep records indicating that students understand their
responsibilities and have received instruction by means of the
syllabus.
- Be responsive to student e-mails and other means of comment.
E-mails should be answered by the next business day.
- Regularly review and elect to use the best text and supplementary
material for the class.
- Consistently apply all rules and grading principles to all students.
- Review course for dead links and regularly test system for load so
that system is always vital and responsive to the internet demand.
Office Hours for Distance Learning Faculty
School and Office hours shall be 11am to 7pm Monday through Friday
Pacific Time and by appointment. The exception shall be State and
Federal Holidays.
